The most important elements of an interface should be highlighted in order to make users focus on them, and design provides an almost endless array of methods through which to achieve this effect.

The simplest example of this technique that comes to mind would be to make an element bigger to turn it into a focal point (which is, incidentally, the same reason no one ignores Godzilla). Take Netflix for example. When opening the main page, you will be hit right away with a few highlighted recommendations which draw your attention by being almost impossible to ignore.

Other, more novel ways through which you can implement a visual hierarchy would be by using white space to highlight crucial parts of your interface.

Alternatively, simply introducing an unexpected element into your design in a tasteful fashion can work wonders. Consistency in an interface is crucial, to the point where it can border on repetition. When something breaks that visual pattern, your users will sit back and take notice.

USER INTERFACE DESIGN PROCESS

We learned that the VA needs to send a large percentage of their patents off-post to civilian health care specialists. As a Program Manager for the FHA, that supports the VA, and a veteran, I know how important it is to be able to send and receive accurate health records back and forth between military and civilian doctors. Interoperability improves the function of the VA as well as the lives of our veterans.

The U.S. government is in an ideal position to lead on health care interoperability given so many health expenditures are funded directly or indirectly through the federal government. Our work at HHS, ONC, DoD, and VA has demonstrated the value of sharing and putting comprehensive consolidated health data in the hands of consumers and patients.

My role within the ONC was to support a patient matching program that cuts through the complicated tangle of patient records. We investigated algorithms that would identify multiple records to be a single patient and merge them into one complete patient file. As well as developed best practices for intake at clinic sites to reduce the amount of duplicative patient files being developed.
